The Congressional Hispanic Leadership Institute (CHLI) held a Congressional Public Policy Briefing on Cybersecurity on April 8, 2025, at Florida International University (FIU) in Washington, D.C.

The briefing brought together a diverse group of experts in the cybersecurity field to have an in-depth dialogue on current public policy issues that affect the U.S. Hispanic and Portuguese communities.

Our esteemed panel of speakers included our moderator, CHLI Alumni Class of 2021, Aaron Arriaga, Senior Consultant at Herren Associates; John Warther, Vice President of Government Programs at Green Hills Software; Dr. David Mussington, Professor of the Practice at the University of Maryland School of Public Policy; Geoff Browning, Director of Global Government Affairs and Public Policy at ServiceNow; and Dr. Selcuk Ulugac, Professor at Florida International University.

The program began with introductory remarks from our moderator, Aaron Arriaga, where he highlighted the importance of cybersecurity in safeguarding critical infrastructure, businesses, and national security. He also emphasized why the Hispanic community’s understanding of cybersecurity is vital for both digital safety and bridging the digital divide.

The panelists engaged in an insightful discussion covering key topics such as emerging cyber threats, the role of government in improving cybersecurity, and the risks associated with the growing reliance on AI and embedded systems. They explored the need for stronger cybersecurity policies, the steps industries and individuals can take to protect themselves, and the implications of a knowledge gap in cybersecurity for various demographic groups.

The discussion also delved into the critical need for collaboration between the public and private sectors to strengthen U.S. infrastructure resilience against evolving cyber threats. Panelists shared innovative approaches to cybersecurity, highlighting best practices and the significance of proactive engagement to safeguard against digital risks.

The briefing concluded with a Q&A session, where audience members had the opportunity to interact with the experts and deepen their understanding of the cybersecurity challenges facing the U.S. today.
