Debbie Marshall has been on Chevron’s government affairs team since 2015. She serves as the lobbyist for the Midstream business unit (shipping, pipeline, and supply & trading), cyber security, foreign policy related to South America, sanctions, and trade. In addition, she manages Chevron’s work on social investment with the US Capitol Historical Society, March of Dimes, and other key stakeholders.
Previously Debbie served as Senior Policy Advisor for the minority staff of the House Select Committee on Energy Independence and Global Warming under Ranking Member Jim Sensenbrenner (WI). She served as Deputy Chief of Staff and Legislative Director for Congressman Fred Upton (MI) and as Senior Policy Advisor to Congressman Vern Ehlers (MI).
Debbie spent six years as Federal Liaison for Governor John Engler of Michigan in his Washington office. As such, she lobbied on behalf of the state for transportation funding and energy policy. In addition, she served as the state’s liaison on homeland security as it became a priority after September 11. For her work on the Aviation Investment Reform Act in 1999, she was awarded the Michigan Aeronautics Commission Award of Excellence for Enhancement of Aviation. She also has experience working in the Michigan State Legislature and on campaigns.
Marshall holds a BA in Communications Arts and Sciences for Calvin University in Grand Rapids, MI, and earned an Executive Certificate in Public Leadership from the Harvard Kennedy School of Government. She recently participated in the Chevron Leadership Forum and has recently begun a two-year term as a Corporate Member of the Council on Foreign Relations.
