Bernadette Carrillo serves as Senior Vice President of Government Relations at TelevisaUnivision, where she leads the company’s federal, state, local, and third-party engagement strategy.

Most recently, she founded Lumira Strategies, an impact-driven public affairs and strategic advisory firm that advises clients on federal funding opportunities, government engagement, and complex policy and regulatory issues across healthcare, biotechnology, and emerging technologies.

Previously, Carrillo helped launch Tusk Strategies’ Washington, D.C., office, where she built the firm’s CHIPS and Science Act, emerging technology, and Latino market practices. Her work spanned artificial intelligence, biotechnology, quantum computing, fintech, digital identity, and the intersection of policy, culture, and market influence.

Prior to Tusk, Carrillo served as Director of Intergovernmental Affairs at the U.S. Department of Commerce under Secretary Gina Raimondo, acting as the department’s chief liaison to governors, mayors, and the White House and supporting stakeholder engagement surrounding the CHIPS and Science Act. She also served as Director of Strategic Partnerships at the Economic Development Administration.

Her public service experience includes leadership roles in the White House Office of Presidential Personnel, the Biden-Harris Presidential Transition, the U.S. Departments of State, Agriculture, and Energy, and the U.S. Embassy in Mexico City. She also previously served in government affairs at PepsiCo.

Carrillo holds an M.A., cum laude, in Latin American Studies from Georgetown University’s School of Foreign Service and a B.A., with highest honors, from the University of California, Berkeley.

Originally from Bogotá, Colombia, María Luisa holds a Bachelor’s Degree in Finance and International Relations from Universidad Externado de Colombia and has a Certificate from the Harvard Kennedy School of Government for Strategic Management for Regulatory and Compliance Agencies.
