Art serves as Director, Federal Government Affairs at AstraZeneca where he drives federal policy development on health care priorities including health equity and sustainability. Art leverages substantial congressional and Capitol Hill experience where he managed a vast domestic and social policy portfolio serving as policy advisor and floor assistant to Rep. Eric Swalwell (D-CA).
Prior to joining AstraZeneca, Art worked in the nonprofit sector where he led policy and legislative initiatives at the National Hispanic Medical Association (NHMA), which empowers Hispanic physicians to lead efforts to improve the health of Hispanic communities, and the League of United Latin American Citizens (LULAC), the oldest Hispanic civil rights organization in the country. He headed strategic policy agendas and advocated Hispanic initiatives to the U.S. Congress and the Administration.
Art is a native of Orange County, California, and earned degrees from the University of California, Santa Cruz in Politics and Latin American & Latino Studies. Art serves on the board of the Hispanic Lobbyists Association, which advances and empowers Hispanic/Latino government relations and public affairs professionals. He is an active member of Q Street, the professional association of LGBTQ+ lobbyists and public policy advocates. He lives in Washington, DC and enjoys exploring the local dining scene when not hiking through Rock Creek Park.
